Argentinian localization of Odoo: what it includes and what your company really needs

Managing the accounting of a company in Argentina has a level of complexity that few countries match. There are national and provincial taxes, withholdings and perceptions that change depending on who the supplier or customer is, registries that are updated periodically, inflation that forces the re-expression of financial statements, and in many cases, operations in pesos and dollars at the same time.

In this context, a management system that is not adapted to local regulations becomes a problem instead of a solution. The team ends up exporting data to Excel, entering the same information into official applications, and manually reviewing tables every time they record a payment. Each manual step adds time and increases the risk of errors.

Therefore, before implementing Odoo in Argentina, it is advisable to understand what the standard localization covers and in which cases it is necessary to go a step further.

Why Argentine accounting needs an adapted system

Argentine tax regulations have several layers that a generic ERP does not consider:

  • National and provincial agencies: in addition to ARCA at the national level, each jurisdiction has its own requirements, such as ARBA in the Province of Buenos Aires or AGIP in the City of Buenos Aires.
  • Withholdings and perceptions: the percentage that corresponds to apply depends on the tax condition of each supplier or customer, the regime, and the jurisdiction.
  • Adjustment for inflation: the financial statements must be restated according to the official indices.
  • Periodic presentations: books, declarations, and files with specific formats for each agency.

When the system does not resolve these particularities, the work falls on the individuals.

What the Argentine localization of Odoo includes

The official localization adapts Odoo (versions 17 and 19) to local regulations. These are its main functionalities, grouped according to the problem they solve:

Invoicing and presentations to ARCA

Odoo issues electronic invoices with CAE and CAI validation directly against ARCA, for vouchers A, B, C, M, and E. It also generates the Digital VAT Purchase and Sales Book with all the regulatory fields, so the accountant can present it without re-entering the data into external applications.

Withholdings, perceptions, and Gross Income

The system automatically queries the registries of ARBA and AGIP and applies the percentage corresponding to each operation, whether it is VAT, Income, or Gross Income. Additionally, it generates .txt files ready to be submitted in SICORE, AGIP, ARBA, and provincial regimes such as those of Chubut and Tucumán.

Tax settlement and inflation adjustment

Odoo issues reports of taxable base and balances of each tax and generates the monthly settlement entry. It also automatically restates the financial statements according to the CPI, in accordance with IAS 29.

Treasury and payment methods

The localization manages its own and third-party checks throughout their cycle (issuance, endorsement, deposit, and rejection), allows combining different payment methods in the same receipt, and automatically records exchange rate differences in foreign currency transactions.

Specific operations

It also covers specific cases such as MiPyME credit invoices, export certificates (class E), the COT Delivery Note for transporting goods in the Province of Buenos Aires, the management of fixed assets with accounting and tax depreciation, and a practice mode to train new users without affecting the official books.

When the standard localization is not enough

For many companies, the official localization resolves the essentials. But more complex operations often require additional tools. That’s why, at Birtum, we add 11 proprietary developments that are incorporated according to each company's needs:

  • Projected cash flow: shows day by day the expected balance, according to collections, payments, and pending checks, and alerts when liquidity may be lacking.
  • Bimonetary accounting: keeps records in pesos and dollars in parallel, which is key for companies with investors or a parent company abroad.
  • Foreign trade: integrates SIRA/SIMI authorizations, shipments, customs clearances, and customs expenses to obtain the real cost of each import.
  • Official accounting books and reports: Daily Ledger ready for signature, Balance of Sums and Balances, and automatic closing and opening entries for the fiscal year.
  • Mass bank payments: files in the format of Banco Santander, Banco Patagonia, and BBVA to process payments to suppliers and payroll in bulk.
  • On-demand manufacturing: links sales with production orders and records third-party processes without moving inventory.
  • Payroll settlement: covers the collective agreements for Woodworkers and Auto Parts, and can be expanded to other unions.

In total, there are 27 modules: 16 from the official localization and 11 developed by our team.

How to know what your company needs

Not all companies need all modules. Before deciding, it's advisable to ask yourself some questions:

  • What accounting or tax tasks currently depend on Excel spreadsheets or manual entries in external applications?
  • Does your company operate in more than one provincial jurisdiction?
  • Do you need to report in pesos and another currency at the same time?
  • How much time does your team spend each month preparing presentations, transfers, or reconciliations?

The answers define whether the standard localization is sufficient or if it's advisable to add specific developments. At Birtum, this analysis is part of the Discovery phase that starts each project: before discussing modules, we sit down to understand how your company operates.

With this approach, we have implemented Odoo in over 300 companies and today we support more than 192 active clients, with a 94% retention rate. As an Odoo Gold Partner with offices in Spain, Mexico, and Argentina, we help companies with complex operations build a platform ready to grow with them.
